Job Description

FACILITIES MANAGEMENT OFFICE 

Senior Facilities Officer (Building Services) (Ref. 20052107-E4) 

Duties 

The appointee will report to the Technical Services Section in the area of building services installations and be required to: 

(a) plan and oversee the implementation of client-focused facilities management services; 

(b) supervise and monitor the performance of a team of technical staff and contractors to carry out repair, maintenance, addition, alteration and improvement works of building services systems; 

(c) liaise with internal parties, end-users, consultants and contractors for the implementation of repair and maintenance, daily operation, emergency repair, addition, alteration, and improvement works of building services systems including tender specification/drawings/analysis preparation, cost control, contract administration, site work supervision, testing and commissioning, facilities and buildings handover, etc.; 

(d) co-ordinate with the end-users, main contractors, consultants in the take-over of new buildings and the projects of addition, alternation and improvement works as well as prepare the associated defect lists; 

(e) perform duties outside normal office hours including working on public holidays when necessary; and 

(f) handle any other duties as assigned by the Director of Office or his delegates. 

Qualifications 

Applicants should have: 

(a) a recognised degree in Building Services, Electrical Engineering, Electronic Engineering, Mechanical/Fire Engineering or an engineering related discipline plus at least five years of relevant experience OR a higher diploma in one of the above disciplines plus at least eight years of relevant work experience; 

(b) a Certificate of Registration of Electrical Worker of Grade A or above and/or a Corporate Membership of IET, CIBSE, HKIE or an equivalent qualification will be an advantage; 

(c) good communication and interpersonal skills; and 

(d) a good command of both written and spoken English and Chinese. 

Preference will be given to those applicants who have knowledge of and experience in the following areas: 

(a) project management including design, testing and commissioning, handover of new building services installations, preparation of tender documents, contract administration and ironmongery; 

(b) repair and maintenance of electrical installations such as lifts, escalators, emergency generators, LV switchboards, dimming systems, and/or extra low voltage (ELV) installations such as security system, closed circuit television (CCTV) installation, car park control system, Walkie Talkie and smartcard access control system and Internet of Things (IoT) application in facilities management; and 

(c) operations of fire services installations including fire alarms and emergency incidents handling, supporting fire drills and post drill follow-up works, periodic review for updating maintenance procedures and systems, compilation of the fire and electrical safety report and investigation of its root cause(s) for incidents of fire alarm monitoring as well as observation of all fire standards, policies and procedures, as well as rules and regulations for compliance.

Remuneration and Conditions of Service 

A highly competitive remuneration package will be offered. Initial appointment will be on a fixed-term gratuity-bearing contract. Re-engagement thereafter is subject to mutual agreement. Applicants should state their current and expected salary in the application.
