Successful candidates will be employed by the MPFA to work in the eMPF Platform Provisional Office (PO). Upon incorporation of the eMPF Platform Company, the employment will be transferred from the MPFA to the eMPF Platform Company.

Major Responsibilities

• Lead the financial planning and analysis team to develop and implement the overall corporate financial strategy;
• Develop long-term financial model to support the formulation and management of administration fee charging strategies;
• Prepare annual budget, revised forecast, financial projections and business plan for submission to the Executive Team and Board of Directors with timely updates;
• Perform financial analysis on business performance and new initiatives;
• Manage all treasury functions including cash flow management and investment of idle cash in compliance with internal and external governance requirements;
• Formulate policies, procedures and guidelines on budget preparation, expenditure control and treasury management; and
• Review and recommend system enhancements to improve operational efficiency and effectiveness of budgetary control and expenditure monitoring.

Requirements

• Holder of a bachelor’s degree from a recognised university and qualified accountant with HKICPA, ACCA or equivalent;
• A minimum of 8 years of post-qualification experience of which 5 years should be in managerial position, preferably gained in sizable or public organisations;
• Proven experience in developing sophisticated financial models and projections;
• Well-versed with ERP and Microsoft Office;
• Strong business acumen with good analytical skills;
• Effective communicator and influencer at all levels;
• Highly motivated, willing to be hands on to start from scratch and able to work independently and under pressure;
• Good command of written and spoken English and Chinese; and
• Keen and willing to work in a start-up style environment with all the flexibility that requires and level of change involved.
