Office : Finance Division, New Territories East Cluster
Pay : HK$71,205 to HK$ 126,428 (HMPS point 6 – 19) per month including Monthly Allowance (see Remarks 2)
Job :
1. Reporting to the Cluster General Manager (Finance) and lead a team to support and manage the operations of different functional areas of the Finance Division at cluster and hospital level. Examples of various functions at the Cluster include but not limit to the following :
- Handle finance & accounting functions such as treasury, donation, payment, general ledger, budgeting, projection, management reporting and service costing.
- Oversee the financial and accounting systems, internal control and efficiency evaluation.
- Provide support to user departments on finance-related matters.
- Handle reporting requirements of Hospital Authority Head Office (HAHO), Cluster Management, and Hospital Governing Committees.
- Manage the interim and year-end account closing exercise and auditing matters.
- Ensure the compliance of relevant regulations, policies and guidelines and monitor the regular updating of the policies, guidelines and manuals to meet operation needs.
- Promulgate and develop execution procedures for system implementation.
- Support and identify the opportunity for business process reengineering and manage the development and enhancement of financial systems to meet business and operation needs.
- Support the budget planning and annual planning process.
- Perform ad-hoc projects as assigned.
2. The typical duties may include:
(a) Manage the operation and delivery of a full range of financial services, such as financial accounting, financial management, payroll and payment operations, revenue management, service costing, budget planning and monitoring, treasury management, financial control etc.
(b) Support and identify the opportunity for business process reengineering and manage the development and enhancement of financial systems to meet business / operation needs.
(c) Assist in formulation of policies and strategies in own subject area(s).
(d) Promulgate and develop execution procedures for system implementation.
(e) Ensure the compliance of relevant regulations, policies and guidelines and monitor the regular updating of the policies, guidelines and manuals to meet operation needs.
(f) Lead team members in conducting analysis and feasibility studies, developing business and financial models, consolidating findings and making suggestions in own subject area(s).
(g) Supervise the maintenance of information system to ensure effective retrieval and release of timely and accurate financial information.
(h) Support in the management and execution of cross-functional projects.
(i) Any other duties as assigned by his/her supervisors.
Requirements :
1. Possession of professional accounting qualification of a recognized professional accounting body.
2. Possession of 7 years’ experience in relevant functions, preferably with 4 years of post-qualification experience.
3. Proficiency in computing / PC skills, e.g. Excel, Access, Powerpoint and Word.
4. Strong command of written and spoken English.
5. Good leadership & interpersonal skills. Relevant managerial experience in different areas of accounting/finance functions in sizable corporation is preferred.
Remarks :
For HA Serving Staff
1. The selected candidate will be offered either contract or fixed term appointment for 1- 3 years depending on his/her existing employment terms. Serving contract employee may be offered contract employment with up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity, subject to satisfactory completion of the contract. Serving permanent employee will be offered a fixed term appointment after which the employee may be reverted back to his/her former substantive rank.
2. The offer of salary and allowance (Cash Allowance, Fixed-Flexi Allowance or Monthly Allowance) for serving employees upon changes in appointment will be made in accordance with prevailing policies.
For External Applicants
3. The selected candidate will be offered contract employment for 1 – 3 years. Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered upon satisfactory completion of contract.
4. Retiring / retired HA staff who wish to continue working for HA after their normal retirement may also apply. If selected, the terms and conditions of employment will be offered in accordance with prevailing policies of the Retired and Rehire Mechanism of HA.
