Job Description

Responsibilities

Report to the General Manager (Operation and Service); assist in planning and managing the overall IT operations in the PMSA. The main duties are as follows:

  • Devise and review IT policies and procedures, including IT infrastructure, networking, security, information system and IT standards;
  • Oversee the daily operations of the IT Section;
  • Develop, implement and monitor IT projects in line with organisational objectives to support the PMSA’s operations;
  • Responsible for IT system design, development, testing, documentation and maintenance;
  • Ensure appropriate disaster recovery and contingency plans are in place and regularly tested;
  • Provide technical service and support to all IT issues and trouble-shooting;
  • Serve as secretary of the IT Working Group under the PMSA; prepare analytical and management reports;
  • Maintain the PMSA website;
  • Liaise with other divisions to determine and address their IT needs and requirements;
  • Responsible for other IT related administrative activities including resources planning, procurement, negotiation and vendor management; and
  • Undertake any other duties as assigned.

 

Requirements

  • A recognised university degree in Computer Science, Information Systems Management or related discipline;
  • A minimum of 12 years hands-on experience in IT project management, software and infrastructure (i.e. network, server, desktop), of which at least 8-10 years in a managerial role;
  • Work experience in devising IT strategies, policies and budget planning;
  • A proactive working attitude to achieve common goals with good influential and negotiation skills;
  • Ability to communicate effectively with different levels of stakeholders and present complex ideas and technical details in layman terms;
  • Ability to multitask and meet tight deadlines, work under pressure; prioritize and adapt to changes;
  • A good team player with a strong sense of responsibility, good interpersonal and problem solving skills;
  • Good command of both spoken and written English and Chinese;
  • Work experience in public sectors/statutory bodies will be an advantage; and
  • Immediate availability is preferred.
