As part of the over-the-counter derivatives (“OTCD”) reform, the SFC is in the process of making changes to the Securities and Futures (Financial Resources) Rules (“FRR”) to provide for capital and other prudential requirements for activities involving OTCD. To support this crucial policy initiative and the related supervision work, we are currently looking for a professional who has extensive experiences on regulatory capital and liquidity requirements across jurisdictions as well as rule drafting to join the Intermediaries Supervision Department.
The successful candidate will be responsible for the following tasks.
- Conduct policy research to facilitate the Commission’s implementation of various components of the Basel framework.
- Work closely with Legal Services on the drafting of FRR amendment rules and support subsequent legislative processes.
- Supervise business conduct and financial risks of intermediaries, with a focus on OTCD dealers. Monitor and review their business activities, financial soundness and compliance with relevant rules and regulations.
- Monitor global and local regulatory developments and identify thematic and firm-specific issues with respect to financial risk management, liquidity risk management, and capital adequacy.
- Communicate our regulatory standards to various stakeholders. Maintain professional relationships with the industry and other regulatory bodies.
Experiences and qualities required:
- A university degree in Economics, Finance, Accounting or Engineering. A professional qualification such as CFA, CPA, FRM will be an advantage.
- At least twelve years of diverse experience in risk management, financial control, and audit gained in top tier financial institutions or advisory firms.
- In depth knowledge of the FRR liquid capital regime and Basel III capital framework.
- A proven track record of preparing drafting instructions for rule drafting at a financial regulatory body.
- Be able to effectively communicate with and articulate views to senior management and non-technical stakeholders on highly technical subjects.
- Excellent command of spoken and written English and Chinese is required.
- Be able to learn and adapt quickly.
- A strong sense of responsibility and impeccable integrity.
