Responsibility for the end to end Resource Management activities including resource planning for portfolio execution, managing allocations and forecasting and providing oversight governance and oversight to ensure process compliance. Incumbent should possess extensive knowledge of resource allocation and have the ability to accurately assess resource needs and provide sufficient capacity to realize program goals and outcomes.
Leads and provides innovative direction and guidance for a wide array of activities associated with project planning and management to ensure that projects are completed on time, within budget and to client specifications. Manages and oversees the end to end project management activities of highly complex projects involving multiple systems interfaces that are highly visible to the organization. Owns formal definition, documentation, and communication of overall program scope and objectives. Manages all changes to the scope and requirements through a formally defined change control process. Defines and manages the lifecycle from project initiation through to program closure. Manages and resolves risks, issues and dependencies. Measures and monitors program actuals, forecasts and budgets and updates plans with accurate, up-to-date information in a timely manner. Follows financial standards & processes (e.g. monthly external revenue accruals, software capitalization, procurement & external payments). Reports financial information and status to the required executive level through steering committees. Secures, leads, motivates and inspires the internal & external resources required to deliver the program. Establishes the program s governance (e.g. sponsors, approvers, stakeholders). Manages Program Office Resources. May have leadership responsibility for Program Team members. Acts as the primary interface between technology infrastructure and a specific business/functional area. Has regular contact among peers within the firm and externally, including regulators and professional organizations. Provides advice to internal clients on the implications of business trends, issues, operating environment changes and firm or business unit strategy. Ensures project delivery is in conformance with company methodologies and standards. Contributes to the achievement of Project/Program Management objectives.
Responsibilities:
- Resource Planning and Allocation: Working closely with Portfolio and Team Leads to assign resources to programs/ projects based on their skills, previous experience, availability, and program/ project budget. Identify potential resourcing or process issues and present to senior leadership with resolutions to such issues where applicable.
- Capacity Planning/ Forecasting: Ensure the organization’s resources have enough capacity to deliver upcoming program/ projects. Responsible for managing overall utilization. Work to resolve any issues regarding under or over allocations of current staff members.
- Rebalancing: Support Program Managers in ongoing resource management efforts to resolve issues with employee overutilization, uneven workload, or overtime. Work with Program Managers to reallocate resources, adjust goals or requirements, or assign new resources.
- Hiring: Work closely with the Recruitment Teams (employee and vendor) to source Program/ Project resource needs.
- Governance/ Oversight: Ensure all process requirements are met and enterprise requests are completed in a timely manner. Address and/ or escalate all non-compliance issues. Recommend process improvements for Resource Management.
- Reporting: Review, analyze and prepare executive reports/ presentations to senior leadership on weekly utilization reports and general resource management status. Validate and conduct quality reviews on existing Management Business Report.
Qualifications
Bachelor's degree, preferably in business management or a related discipline, or equivalent work experience required, advanced degree preferred. Project Management Professional (PMP) certification is beneficial, 12 + years of project management experience required, experience with technology or financial services industry is a plus.
- 10 years+ experience in resource management or program management in a similar industry
- Experience in managing extensive technology portfolio and budgets
- Excellent interpersonal and communication skills
- Ability to communicate effectively and provide appropriate reporting to executive management
- Detail oriented and organized; ability to prioritize and multitask; work with aggressive deadlines
- Strategic/tactical thinking and problem-solving skill
