Job Description

(a) a degree from a university in Hong Kong, or equivalent;
(b) Level 3 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent (See Note);
(c) fluent Cantonese and English with basic knowledge of Putonghua;
(d) good written Chinese and English;
(e) at least five years’ full-time post-qualification working experience in general administrative or management work, including one year at managerial level; and
(f) good command of computer applications, including MS Word and Excel.

Note:
‘Grade C’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ in Chinese Language and English Language in the 2007 HKCEE and henceforth.

Duties:
To perform the following duties in relation to the implementation of Community Care Fund assistance programmes:
(a) To assist in the preparation work for implementing the assistance programmes, including publicity work, office setup and recruitment matters, etc.
(b) To supervise the vetting and processing of applications submitted by non-governmental organisations (NGOs) and conduct checking of selected applications;
(c) To process and advise the Project Executives (PEs) and Project Assistants (PAs) within the team on handling of complicated applications/enquiries;
(d) To advise NGOs on programme administrative and financial procedures and handling of complicated applications/enquiries;
(e) To assist in conducting data matching;
(f) To assist in monitoring data accuracy in computer database;
(g) To handle complaints in relation to applications;
(h) To supervise PEs and PAs within the team; and
(i) To perform any other duties as assigned.

Terms of Appointment:
Successful candidates will be appointed on non-civil service contract terms for a period of 16 to 20 months.

Fringe Benefits
(a) A gratuity may be granted at the end of the contract period if the contract is satisfactorily completed with consistently high standard of performance and conduct. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to the Mandatory Provident Fund (MPF) Scheme as required by the MPF Schemes Ordinance, equals to 15% of the total basic salary drawn during the contract period.

(b) In addition to statutory holidays, 12 days paid annual leave, maternity/paternity leave, and sickness allowance will be granted to the applicant. Details of which will be confirmed at the time of the offer of appointment.

General Notes:
(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

In these circumstances, only shortlisted candidates will be invited to attend recruitment examination and/or interview.
(f) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to any further shortlisting criteria.
(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. The said form can also be downloaded from the Civil Service Bureau’s website (http://www.csb.gov.hk). Completed application forms, together with copies of official transcripts and certificates of academic qualifications and documentary proofs of working experience, should reach the enquiry address indicated below on or before the closing date for application (the postmark date on the envelope will be regarded as the date of submission of application). Applicants should ensure that the correct address is clearly printed or written on the envelope and sufficient postage is affixed before posting to avoid unsuccessful delivery of application.
