Job Description
The Project Manager is capable to organize and lead the operations of HTM (High Tech Manufacture) and LS (Life Science) projects. He will assume responsibility for the overall success of the projects by setting targets, supervising project managers, and ensuring they are attained.
Effective Project Managers are skilled in managing diverse operations from a distance. They have a strategic mind-set and are excellent leaders. Excellent abilities in financial and operations planning are also essential for the role.
The goal is to ensure our projects will meet and exceed expectations of business development and efficiency
Qualifications
Establish the general project execution strategy and plan for project service
Set up the reasonable project goals and project management systems and procedures
Collect all available data from the involved parties to ascertain correct requirements for project deliverables via the comprehensive communication manners
Ensure the full range control on design schedule and coordinate to provide the design inputs timely
Organize design review workshops to review the suitability to project requirements at each stage
Develop a detailed coordinated schedule for dynamic management on programming and control Project Milestone and Project Master Schedule
Take leadership on the tender evaluation especially on the technical evaluation
Provide pre-qualification process, recommendations, bid tabs and support documentation for the selection of the building construction contractors and Vendors for the supply of plant and site services required to implement the project
Prepare a detailed construction execution plan
Responsible for monitoring and pushing contractors to manage the construction activities under all the contract requirements
Monitor contractors’ activities against contract requirements to ensure all required and concerned issues from the client will be implemented including time, quality and EHS
Establish the Quality Assurance requirements and develop the Project Quality Plan, (PQP)
Prepare a Quality Control Plan to identify the responsibilities and procedures for quality on site including inspection, verification, testing and defects rectification
Establish and administer an effective Cost Management System together with owner’s team
Establish systematic management approach between project budget and contract cost and timely updated for general project spending and contract values
Instigate a change control procedure to ensure the cost and programme affects are clearly understood prior to changes being instigated
Provide a Health, Safety and Environmental plan integrating EPCM, JianLi, GC and sub-contractor to plan, monitor and improve the site safety management
Comply with relevant Safety requirements in accordance with applicable Chinese Law
Liaise with local authorities and review scheme development to achieve detail permitting and planning requirements
Prepare a Training and Commissioning plan, manage and coordinate the commissioning works
Establish the process and methods for project risk management and be responsible for executing the project risk management practices on schedule, quality, cost and safety to reduce the uncertainty of project execution
Establish an effective and efficient communication & report system to facilitate the project implementation and responsible for reviewing and improving the effectiveness of project filing management to ensure all project documents are established, transferred, used and recorded in the approved manners that facilitate the accuracy and effectiveness
Additional Information
• 10 ~ 15 years working experience on LS / HTM projects (preferred Life Science / pharmaceutical projects)
• Proven experience as project manager or similar managerial role
• Knowledge of LS / Pharma / R&D performance evaluation metrics and principles
• Sound understanding of optimization of project operations and standards for success
• Working knowledge of Microsoft Office, AutoCAD or 3D Modelling software
• Exceptional communication and interpersonal abilities
• Excellent organizational and leadership abilities
• Strong business acumen with a strategic orientation
• Excellent problem-solving abilities
• Fluent English communication and written capability
• Project Manager Certificate is preferred
• Strong leadership ability
• Team spirit and communication skill
• Independent and responsible to handle the taskforce
