Job Description

The shortlisted candidate will be assigned to public sector to plan, control, manage and evaluate the development life cycles for automatic generalization project and other IT Projects.

Job Duties:

  • Liaise with Government B/Ds and internal parties to collect user requirements, analyse user requirements and design technical solutions
  • Liaise with Contractors to monitor the development life cycle of GIS application
  • In charge of systems design and developments of GIS and mapping applications
  • Supervise CSAs, ITAs to evaluate implementation options and prepare technical details to support system implementation
  • In charge of program testing, system testing and develop systematic test cases to support user acceptance test
  • In charge of quality assurance, verification and rectification of data and applications
  • In charge of program documentation preparation (e.g. data and function specifications, etc.) to support system enhancement and bug fixing
  • Establish an enterprise GIS and mapping framework for application development, operation and maintenance
  • Perform manpower planning and resource deployment
  • Perform any other duties as assigned by supervisor

Job Requirements:

  • Degree in Geo-informatics, Computer Science, or equivalent
  • Have at least 11 years’ post-qualification information technology experience of which 3 years in IT service management and / or IT project management role responsible for implementing and maintaining large-scale IT services for serving bureaux and departments (B/D) and the general public
  • Proficient in at least one of the following areas and must be in a leading role:
    1. Design, implementation and maintenance of GIS using ArcGIS or other open-source GIS software;
    2. Design, implementation and maintenance of IT infrastructure including server, network and virtualization/container; and
    3. Design and organize quality assurance and quality control activities such as functional testing, integration testing and performance testing.
  • Possess at least one of the valid project management certifications (e.g. PMP, PRINCE2 or AgilePM)
  • Experience in supervising a team of five (5) members or more
  • Able to work independently, supervise staff, and possess strong sense of analytical and problem solving skills
  • Good command of both spoken and written Chinese and English.
