The Proposal Manager oversees proposal activities for Lenovo’s Public Sector
Sales Teams (primarily SLED or State & Local Government, Higher-Education, and
K-12) by managing proposal schedules and deadlines, developing proposal
outlines and compliance matrixes, writing of proposal content, and monitoring
the progress of proposals. Role involves implementation of all necessary
proposal procedures and processes. This is a highly matrixed role that
requires skill under time pressure and challenging deadlines.
Responsibilities
• Create proposal project plans and compliance matrices. Drive to completion.
• Deliver compliant, Responsive, professionally produced proposals within
defined timeframes.
• Participate in the development and review of proposal strategies and themes.
• Manage the creation and review of proposal outlines that will be used as a
key document design and control medium.
• Assist in analyzing solicitation requirements against proposal outlines to
ensure compliance and responsiveness to the customer’s issues and needs.
• Develop and conduct all decision gates for large proposals, and follow up
for internal evaluation of the technical, management, and overall proposal
approaches.
• Write and edit proposals for continuity, logic, organization, messaging to
enhance delivery and Lenovo differentiators.
• Coordinate and review / edit proposal input from a variety of stakeholders.
• Maintain master proposal files, past performance catalogue of state and
local opportunities.
• Ensure that the best practices of proposal development are followed.
• Support maintenance of core proposal content including past performance
catalogue.
#### Position Requirements:
Requirements
• 3-5 years of proposal management experience directly producing winning
proposals; with minimum of 3 years focused on SLED verticals.
• Bachelor’s degree
Preferred Requirements
• Knowledge of industry proposal best practices in SLED contracting
• Working understanding of the government acquisition process and regulations
• Proposal automation software (or similar) experience
• Superior organizational skills, with special attention to detail, and time
management skills
• Confidence in interviewing Subject Matter Experts (SMEs) and the ability to
help transform technical details into concise, responsive and compelling
proposals
• Demonstrated ability to multi-task, work in a fast-paced environment and
meet deadlines
• Ability to lead diverse teams and multiple proposal efforts
• Strong writing skills
• Comfort with ambiguity
• Remote flexibility
