Job
The post-holder will be seconded to the Food and Health Bureau, with main duties as follows:
1. Provide research and analytical support to implementation of the Voluntary Health Insurance Scheme (VHIS), including scheme monitoring, review and development.
2. Undertake compliance assessment in handling applications for product certification under VHIS.
3. Undertake enforcement and supervision analyses under the scheme, including compliance validation against the marketing materials and business practices of participating insurers.
4. Support the development of the scheme review mechanism of VHIS.
5. Support the development of key performance indicators of VHIS.
6. Undertake research and analyses related to long-term development of VHIS.
7. Undertake other duties as assigned by supervisors.
Requirements
1. A University degree or equivalent.
2. At least 7 years of post-qualification working experience in design of insurance products (such as drafting and review of insurance policy terms, benefit coverage and marketing materials), underwriting, claims operations, legal and compliance, or regulatory works for the insurance sector.
3. Good command of English and Chinese.
Preferred Attributes/Exposure
1. A degree in Business Administration, Finance, Statistics, Actuarial Science or Law.
2. Qualified actuary or lawyer to practise in Hong Kong.
3. Excellent communication and interpersonal skills, self-motivated and able to work in a fast-paced environment, good analytical skills and attention to details.

For Serving HA Staff
3. Selected candidate will be offered either contract or fixed term appointment for 3 years depending on his/her existing employment terms. Serving contract employee will be offered contract employment with an up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity upon completion of contract with satisfactory performance. Serving permanent employee will be offered a fixed term appointment with a reversion clause according to the prevailing policies.
4. The offer of salary and allowance (Cash Allowance, Fixed-flexi Allowance or Monthly Allowance) for serving employees upon changes in appointment will be made in accordance with prevailing policies.

5. Appointment will be on contract terms for a period of 3 years. Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered upon completion of contract with satisfactory performance.
6. Retiring / retired HA staff who wish to continue working for HA after their normal retirement may also apply. If selected, the terms and conditions of employment will be offered in accordance with prevailing policies of the Retired and Rehire Mechanism of HA.
