Job Title: Senior SHE Supervisor

Report to: SHE & Security Manager

BU: DSM Nutritional Products

Location: Shanghai Xinghuo Site

The Challenge:

• To monitor the implementation status of SHE procedures, collecting feedbacks from implementing thus to continuously improve SHE systems/procedures.
• To facilitate the PDCA cycle by regularly updating the overall status of the corrective or preventive actions from inspections/audits/incidents, etc.
• As contact person for assigned plants, to give professional advices and SHE supports to plant managers to improve plant SHE performance, ensure the compliance of SHE&Security legislation/requirements, continuously improve SHE&Security mindsets, behaviours and cultures;
• Overall lead site Security Management system and Guard Management;
• Overall lead site special chemicals management;
• Overall lead site SHE&Secutiy Legal Compliance;
• Overall lead site Behaviour Based Safety program;
• Assist SHE&Security Manager to maintain and continuously improve government relations;
• Potential leader for Work Permit System;
• Potential leader for Environment Management System;
• Potential leader for Powder Safety;
• Support SHE organization managing professional topics;
• Support SHE&Security Manager to continuously raise the bar on site SHE&Security
  

The Position:

• Be Local Site Security Responsible person, be Responsible for Security Risk Assessment (SRA), finalize SRA report with mitigation measures and follow up actions; Continuously improve site security awareness and behaviours via trainings, workshops, inspections, audits, etc.
• Overall management site security hardware and software, maintenance the reliability of site security system, and continuously improve site security system;
• Overall lead site guard team, continuously improve guard team’s knowledge, performance, mindset & behaviours.
• Overall lead site SHE&Secutiy Legal Compliance, organize legal trainings, gap analyses, regular reviews and follow up actions to close gaps;
• Overall lead site Behaviour Based Safety program, continuously improve safety mindsets and behaviours of people on site via trainings, coaching, inspections and teamwork;
• Assist SHE&Security Manager to maintain and continuously improve government relations with related authorities, such as Safety Bureau, EPB, Health Bureau, Development Zone, Police Bureau, etc.
• Potential leader for site Work Permit System, update procedures/forms based on DSM Life Saving Rules, Chinese legislation requirements and site situations. Continuously improve site work permit performance via various of trainings, workshops and inspections;
• Potential leader for Environment Management, continuously improve site Environment Management procedures, practices and behaviours; Lead analyses of environment trend performance, pollution reduction projects, legal compliance and government communications;
• Potential leader for Powder Safety, continuously improve site powder safety management with compliance of DSM COP1&2 and China powder safety legislations and standards;
• Provide technical support as gatekeepers to plants in SHE&Security aspects to continuously improve SHE&Security mindsets, behaviours and cultures, such as lead risk assessments (process, machine, health, etc.), SHE&Security meetings, trainings/workshops, inspections and audits; Consult in the SHE& Security studies and incident reporting& investigation; Member of MoC risk assessment team, etc. to ensure enough SHE&Security Knowledge within the assign areas; continuously support plant managers to improve quality of work permits and JSA; Follow up plant SHE&Security corrective action plan and gap closure;
• Advise and challenge line managers in translating Corporate/site SHE&Security requirements into operational controls within their responsible areas;
• Support SHE&Security trainings to new employees and contractors, continuously improve training efficiency and effectiveness;
• Responsible to work in a SHE and Security responsible manner and report all SHE and Security incidents. Shows leadership by working and encouraging others to work to the SHE and Security site standards;
• Participate DSM SHE&Security platforms on behalf of the site, communicate and exchange with colleagues in other sites;
• Support SHE&Security Manager to continuously raise the bar on site SHE&Security Management;
• Perform the role in Process Safety Life Cycle, provide support to and coordinate resource for PSA and HAZOP review;
• Fulfill the responsibility of defined role for 5S.
  

The Ideal:

• University or higher degree major in chemical, chemical engineering, mechanical engineering, safety engineering, environment management or other related subjects;
• Self-initiating individual with ability to establish priorities and meet deadlines;
• Good command of Mandarin;
• Excellent communication skills;
• Strong oral and listening English communication skills;
• Proficiency in PC based applications
• Knowledge of and experience in relevant disciplines: Minimum 5 years broad experience in the chemical operations, EHS management or other related positions on production or engineering;
• Experience in management: Minimum 3 year working experience as team leader;
• Managerial and social knowledge and experience:
• Good communication and social skills
