The Challenge

• To contribute towards developing the manufacturing strategy for the Site as part of the Business Unit Manufacturing strategy according to the BG’s BSD, and to execute the agreed strategy, within SHE requirements and other relevant guidelines, by directing and leading the Site organization. 根据事业部的战略发展规划，作为亚太区分部制造战略的一个组成部分，制订场地的制造战略，并在满足帝斯曼安全、健康、环保要求和其他相关指导方针的框架内，指导并带领场地组织，执行经过同意的战略。
• Complexity in managing high throughput, high quality, low cost and inventory with short lead times. Flexible to Market but Fixed to Manufacturing. 应对高产量、高质量、低成本、低库存和短交货期的复杂性。灵活应对市场，稳定管理生产。
• Products have a short time to introduction and reach mature volumes sometimes within weeks, flexible planning is needed产品导入时间短，并在短短几周内就可达到很高的用量，需要灵活的计划。
  

The Position

• SHE, Security and Quality, Compliance and Management Systems 安全、健康和环境，安保，质量的符合性和管理体系

• Ensure compliance with relevant local laws and regulations; DSM SHE, Manufacturing, Quality and Security Requirements; ISO 9001, ISO/TS 16949 and ISO 14001 requirements; and RoHS, REACH, GMP and relevant customer requirements on the Site. 保证场地符合相关的法律、法规；帝斯曼安全、健康和环保，制造，质量和安保要求；ISO 9001, ISO/TS 16949和ISO 14001的要求；RoHS指令，REACH法规，食品接触应用及相关的客户要求。
• Ensure the management systems are properly set up according to the requirements and effectively implemented and maintained. 保证根据相关要求建立管理体系，并保证其有效地实施和维护。
  

• Manufacturing 制造

• Define the Site Manufacturing Plan in accordance with agreed operational and strategic goals of the Company. 根据公司的营运和战略目标，制订场地的制造计划。
• Accountable for the implementation of the approved Manufacturing Plan on the Site, for an uninterrupted and safe execution of Manufacturing processes and for performance evaluation, in compliance with Manufacturing Excellence work processes; 负责在场地实施经批准的制造计划，保证制造过程不受干扰并安全地执行，进行绩效评估，符合卓越制造标准工作流程（Manufex）。
• Accountable for the implementation of the DSM Manufex work processes on the Site. Contribute towards developing the site Manufex targets and implement the agreed targets. 负责在场地实施帝斯曼卓越制造标准工作流程（Manufex）。促进卓越制造（Manufex）目标的制订并实施经同意的目标。
• Accountable for continuous improvements of the Site operations. Implement and monitor the improvements of productivity and the lowering of the manufacturing costs through operational excellence. 负责场地运作的持续改进。通过精益操作，实施并监控生产率的提高和制造成本的降低。
  

• Customer Services 客户服务

• Drive a high customer oriented organization and improve the business performance by supplying products with high quality and services. 驱动一个高度以客户为导向组织，提供高质量的产品和服务，改善业绩。
• Accountable for timely investigation of the root causes of customer complaints & operational problems, and ensuring effective preventive actions are taken timely; 负责及时调查客户投诉和操作问题的根本原因，确保及时采取有效的预防措施。

• Logistics and Inventory Control: 物流和库存控制

• Develop the Site logistics and inventory plans together with the Demand Supply Chain Management and BU Management. The scope of Site logistics includes warehousing, freight, import/export, compliance to related regulations, VAT, invoicing, MRO and order call off. 与供应链和亚太区管理层一起制订场地物流和库存计划。场地物流的范围包括仓储、运输、进/出口、符合法律法规、增值税、开发票、维修备件和生产用耗材及其订货。

• Costs 成本

• Develop and agree with management the Fixed and Variable cost budgets of the Site. Own & Control the agreed upon budgets. 制定场地固定和可变成本预算并得到管理层的批准并进行有效控制。

• Relationships with Local Authorities: 与地方政府的关系

• Represent DSM and TYN Site towards the local authorities. Develop and execute the reputation management plans in agreement with management. 代表帝斯曼和TYN场地面对地方政府。按照管理层的要求制订并执行声誉管理计划。
• 1.7 HR / Organizational Development: 人力资源 / 组织发展
• Develop the Site HR and organizational plans together with the BU HR and BU Management. Implement these plans on the site through the site HR organization. 与亚太区人力资源部和亚太区管理层一起制订人力资源和组织发展计划并通过场地的人力资源组织在场地执行。
  

The Ideal

• College Degree or above in Chemical Engineering or Technology. 大专院校或以上学历，化学工程或技术专业。
• 10 years of experience covering at least 3-4 disciplines in a manufacturing organization (such as production, maintenance, quality, safety projects, etc…) 10年在制造企业的工作经验，至少在3-4个功能部门工作过（如生产，维修，质量，安全项目，等）
• DSM Requirements (Safety, Security, Manufacturing and Quality) 帝斯曼要求（安全、健康和环保，安保，制造和质量）。
• Local compliances/regulations related to Permits, Labor Law. 有关许可和劳动法的地方法律法规。
• Industry specific compliances (UL, ISO 9001, ISO14001) 工业和国际标准的符合（UL，ISO 9001，ISO14001）
• Internal Control aspects related to a manufacturing setup (Inventory, Fixed Assets, Purchasing, Payments, etc…) 与制造企业有关的内部控制（库存，固定资产，采购，支付，等）
• Understand the Business Strategy and Goals of DEPAP 理解帝斯曼工程塑料亚太区的业务战略和目标。
• Good leading and interpersonal skills. Must be a team player with good coaching skills and have the capability to challenge and drive the teams to achieve higher performances 良好的领导力和人际交往的能力。必须是团队合作者，具有良好的指导技巧，具有挑战和驱动团队达到更高业绩的能力。
• Balanced temperament, able to work under pressure and prioritize. 性情平和，能在压力下工作并分清主次。
• Ability to work within multicultural and international environment 有在多元文化的国际环境中工作的能力。
• Good spoken and written skills in English and Mandarin. 良好的英语和汉语普通话的会话和书写能力。
• Experienced people manager. Proven in leading an organization of at least 40 people. 有经验的人员管理者。领导过至少40人的组织。
• Experience in developing relationship with local authorities, banks, business partners. 有与地方政府，银行和业务合作伙伴发展关系的经验。
• Multinational & Multicultural work experience. 有在跨国公司和多元文化中的工作经验。
