Job Description
Purpose:
The purpose of (Sr.) Manager, Project Management Office role is to lead supporting of China project management and drug development through 1) scope management(portfolio management, metrics, central portfolio report, China MDU scorecard), 2) timeline management (Critical Chain Project Management), 3) cost management (China PLW report) and 4) overall collaborative capability (communication, project related information for global visit) in China.

Category of Responsibility
Responsible for portfolio information management
i. Portfolio information management and reporting: Be the single source of portfolio information across therapeutic areas and provide periodical reporting to local and global leadership, local governance, internal communications and the Corporate (Decision Sciences) and for any other purposes as requested, eg, centrol portfolio report, China MDU scorecard, China consolidate trial list, Semi Annual Portfolio Review (SAPR) metrics, portfolio overview for global leadership visits etc.
ii. Support planning and preparation for all meetings that include China portfolio review.
iii. Ensure China portfolio information across therapeutic areas consolidated in global portfolio review.
Responsible for arechtype management
i. Closely work with regulatory and operation to ensure China archetype proactively updated.
ii. Lead project timeline update based on regulatory and operation archetype refresh.
iii. Business Plan: Lead project scope, archetype/methodology alignment with leadership. Lead China Project business plan agenda preparation and on track, Support local business operation manager for HC and OPEX BP through portfolio information across therapeutic areas sharing and work with global PPM/PMO for ORION project timeline update.
iv. Lead consistence alignment across therapeutic areas during DSB update and maintain DSB in China.
Responsible for CCPM
i. Serves as an expert in Lilly's chosen project management methodology.
ii. Closely work with global PMO to ensure CCPM timeline management in same page.
iii. Develop, maintain, and optimize CCPM capabilities and competencies across the functions through application of CCPM tools and techniques, provision of awareness and training programs, and timely integration of shared learning and best practices.
iv. Leads challenge sessions for project schedule builds.
v. Maintenance of the China module of CCPM templates.
Responsible for Cost management
i. Closely work with global PMO to ensure cost management in same page.
ii. Work with global RMF to generate China budget report and PLW forecast report, further work on China SAP report generation and ensure China PM/APM understanding how to manage the cost.
Work with local business operation manager to ensure China Project Management(PM) and Alliance Project Management(APM) team OPEX on track.
Responsible for Project Management knowledge and skills training
i. Work with global PMO to ensure PM/APM get consistent knowledge/skills training from global, to ensure the most updated China archetype/process changes shared with global PMO and to explore any training opportunities out of Lilly for China PM/APM team
ii. Provide periodical training of global PMO newsletter update.
iii. Update and maintain China PM/APM onboarding program.
iv. Support the growth of project management expertise in Lilly China through participation in shared learning forums, staff meetings, and training programs.
v. Ensure all members adhere to current policies and procedures and are qualified and trained to perform their responsibilities.
vi. Ensure training curricula for China PM/APM group most updated.
Responsible for collaboratvie tasks in China PM/APM team

Bachelor’s or higher in science, medical, or business field.
More than 5 years project/portfolio management experience related to drug development/clinical development with strong understanding about project management.
Consistent successful demonstration of leadership behaviors to lead program and make decisions that may impact the functions.
Strong strategic and creative thinking, planning, organizing and process skills and business acumen
Attention to details and ability to mange complexity and ambiguity.
Business analytical and modeling skills, decision sciences/portfolio management skills
Good understanding of CCPM concept and tools
Excellent communication skills in both English and Chinese to interact with various levels of the organization
Networking and cross-functional teamwork skills
Good understanding and experience of drug development value chain and business processes
Other Information/Additional Preferences:
