In this vital role the State Alliance Development Senior Manager, State Lead will support the implementation of an integrated external relationships and partner engagement strategy focused on advancing Amgen’s public policy imperatives. The role will work collaboratively with external, third party organizations to align and execute on the shared goals of State Government Affairs (SGA) and Federal Government Affairs (FGA). This position is within the Global Government Affairs & Policy (GGA&P) team, reporting to the Director of Strategic Alliance Development. The position can be remote and virtual or based at the Washington, DC office. This position will require up to 50% travel when appropriate and when COVID restrictions are lifted.

Key Responsibilities:

External stakeholder responsibilities:

  • Build and maintain long-term, substantive relationships with patient groups, professional associations and other external partner organizations based on values of trust, respect and transparency
  • Lead and prioritize implementation of State Alliance Development activities in alignment with SGA policy and legislative priorities and associated goals as part of the SGA Leadership Team
  • Coordinate and support FGA policy and legislative priorities with targeted state strategies
  • Build and implement strategies to increase advocacy capacity within partner organizations
  • Liaison and lead engagement with trade association State Alliance Development teams including PhRMA and BIO
  • Liaison and lead engagement with aligned policy and legislative coalitions
  • Monitor activity counter to Amgen priorities
  • Direct strategy to expand Amgen’s external partners at the state level
  • Facilitate and coordinate Amgen policy educational activities for the external partner audience

Internal stakeholder responsibilities:

  • Serve as an internal resource to Advocacy Relations and other teams and find opportunities to engage and educate external partners on legislation and public policy
  • Work and communicate cross-functionally as a strong partner and collaborator
  • Manage and track outreach budget
  • Mange and track sponsorship execution and compliance
  • Maintain working knowledge of legislative process and key policy issues

Basic Qualifications

Doctorate degree and 2 years of Alliance Development, Government Affairs, nonprofit advocacy, or trade association experience

Or

Master’s degree and 4 years of Alliance Development, Government Affairs, nonprofit advocacy, or trade association experience

Or

Bachelor’s degree and 6 years of Alliance Development, Government Affairs, nonprofit advocacy, or trade association experience

Or

Associate’s degree and 10 years of Alliance Development, Government Affairs, nonprofit advocacy, or trade association experience

Or

High school diploma / GED and 12 years of Alliance Development, Government Affairs, nonprofit advocacy, or trade association experience

Preferred Qualifications

  • Bachelor’s degree
  • 5+ years of experience in government affairs or at partner organizations, or 3+ years of experience working for global pharmaceutical companies
  • Sensitivity to diverse groups of people both internal and external with the ability to manage many different opinions and perspectives, including tolerance for ambiguity
  • Demonstrated reputation internally and externally as a well-respected, dynamic teammate
  • Empathic and passionate individual with the ability to build meaningful connections with stakeholders
  • Understanding of health care policy and state and federal legislative processes
  • Previous experience communicating the value of innovation and addressing access barriers to access
  • Outstanding verbal and written communications skills and an ability to adapt one’s approach to a challenge, as well as excellent interpersonal skills
  • Ability to assimilate complex policy issues and communicate to partner audiences
  • Capable of handling shifting priorities in a rapidly changing environment.
  • Understands the pharma/biotech business model, regulatory process & compliance guidelines
