Purpose
Lead sourcing activities to achieve cost savings, internal and external CSAT and launch new suppliers and services in Greater China
Main responsibilities
Sourcing strategy and market engagement
- Plan and implement sourcing strategy to engage suppliers based on market knowledge and requirements from business units
– Explore new revenue stream with new countries and/or services, and be the first to launch a service (time to market)
– Sustain competitiveness in existing countries, optimize cost and challenge incumbent suppliers on a regular basis
– Communicate and promote use of selected suppliers based on sourcing strategy
– Implement sourcing strategy in compliance with Orange’s "7 Steps" process
Drive new service launches
- Drive sourcing process, and facilitate fast implementation of new suppliers and services with relevant stakeholders
– Conduct commercial negotiation with suppliers (pricing, commercial T&Cs, SLA penalties, etc)
– Engage stakeholders to ensure buy-in on supplier selection, and validation of new suppliers and services
– Actively lead contracting process with Legal
– Ensure compliance with governance requirements
Stakeholder engagement
- Establish a close relationship and collaboration with relevant stakeholders
– Business units to structure the demand plan activity and prioritize actions
– Regulatory to ensure compliance
– Network and operations to define, monitor and drive carrier performance financial and operational KPIs
Supplier management
- Manage relationship with suppliers (supplier owner)
– Drive regular business reviews
– Monitor and track supplier’s business performance, broadly and with Orange only; supplier business with Orange, such as evolution of spend, volume, unit cost, shall be monitored in collaboration with relevant stakeholders on a monthly basis
– Act as a single point of contact to supplier for commercial issues, and synchronize with other buyers purchasing commodities from the same supplier
Required skill set and experience
- Proven track record in sourcing enterprise and wholesale data and voice services in his/her geographies for large service providers
- Expert knowledge of the enterprise and wholesale markets and its evolution, regulatory environment, technology, market competitive landscape, etc, in his/her geography:
- Ability to work and negotiate in an international and multi-cultural environment internally and externally
- Self-motivated and autonomous, comfortable to give recommendation and make decision
- Structured, detail oriented and results driven person
- Excellent communication and presentation skills in English and Chinese
- Well versed in Excel and Powerpoint
