Job Description

The Job

Reporting to the General Manager (Enforcement), the appointee will take charge of the investigation and enforcement of suspected non-compliance under the Occupational Retirement Schemes Ordinance (ORSO) and MPF legislation.

  • To manage a team in performing enforcement work, including conducting case assessment, investigations and breach analysis, and making recommendations on enforcement action or prosecution of offences under the ORSO and MPF legislation;
  • To assist in formulating strategies and policies to facilitate enforcement;
  • To assist in the review of the ORSO and MPF enforcement regimes to ensure regulatory objectives are met effectively in light of developments in financial regulation and the changing industry environment;
  • To support legislative amendment exercises and corporate initiatives with regard to enforcement issues;
  • To review the efficiency and effectiveness of the operational systems and processes, and identify areas and implement changes for enhancements;
  • To coach and develop the skills and expertise of team members in investigation and enforcement; and
  • To assist in projects or perform other duties as assigned by the management.

 

The Person

  • A recognized degree, preferably majoring in law, finance, regulatory compliance or equivalent;
  • At least ten years of relevant experience in regulatory enforcement / investigation, litigation or compliance, of which at least four years should be at managerial level. Prior experience in regulating providers of financial services and knowledge of associated market practices; and
  • Excellent presentation, report writing and influencing skills; strong analytical and problem solving skills; team player and able to work under pressure; strong leadership, staff coaching and business acumen as well as a sense of mission.

 

Remuneration Package

We offer a competitive salary commensurate with the appointee’s qualifications and relevant experience. The appointment will be made on a 12-month fixed-term contract.
