Accountabilities

  • Develop and execute an integrated value, access and policy/advocacy/government affairs strategy for ELI in collaboration with country management and MEA access lead.
  • Understand key policy issues in ELI that impact Amgen’s business and informing Amgen policy positions to shape the policy landscape.
  • Represent Amgen at key industry meetings and actively shape industry strategy.
  • Ensure close partnership with designated Government Affairs leaders on business-critical policy and advocacy issues.
  • Ensure close partnership with Intercontinental, EU and Middle East and Africa Value, Access & Policy partners to ensure that global plans incorporate appropriate planning assumptions and evidence strategies to prepare to commercialize pipeline products successfully in the region.
  • Anticipate changing payer landscapes across the country by building and maintaining a deep understanding of payers, including emerging trends that can impact access for Amgen products.
    • Collaborate with global and regional Amgen partners to conduct annual reimbursement situational analyses to inform access strategies and planning assumptions for region.
  • Train staff on health economics and access and ensuring that processes and procedures are developed, regionally and locally, to address access and policy issues for Amgen products; and coordinating access training and best-practice sharing across the country.
  • Guide country teams as they develop their access plans, including optimal approaches with governmental agencies and payers, and help them prepare new product launches.  This includes:
    • understanding the global evidence, pricing & access strategies in collaboration with global, regional and local affiliate teams;
    • identifying the access tools needed to execute product strategies;
    • managing pricing and access issues that affect the country at national, provincial and local levels;
    • integrating pricing and contracting, reimbursement and payer planning, health economics, and health economics and payment policy into strategic planning and execution;
    • Leverage all available resources (e.g., clinical, regulatory, medical, marketing) to develop and implement tactical plans and identify and overcome access barriers.
    • Deliverables

    • Government affairs/policy/advocacy plans.
    • Coordinate planning assumptions for short- and long-term activities for entry strategies.
    • Conduct national/provincial/local payer situational analyses, including an annual snapshot of reimbursement planning assumptions including identification of evolving trends.
    • Prepare training materials for products by partnering with the VA&P team on the development and implementation of materials to facilitate skill building within Amgen.
    • Develop local materials in line with regional processes in collaboration with MEA team that outline the value of Amgen products optimizing reimbursement and ensuring the messages are aligned with local and regional strategies.
    • Oversee primary and secondary research with payers to answer specific questions needed to refine local access strategies, in conjunction with research and other regional colleagues.  Includes:
      • Profile landscape to identify evolving trends;
      • Value drivers and payer decision-making; and
      • Perceived value of Amgen product profiles and test value message communication.
    • Relationships

    • Represent the VA&P function on the ELI management team, including access perspectives to support strategic planning.
    • Collaborate and achieve synergies with Government Affairs, GHE, GP3 and other global functions to ensure robust value, access and policy perspective for all Amgen products.
    • Represent ELI cluster on the VAP MEA network
    • Basic/Mandatory Competencies/Experiences/Qualifications/Training

    • Formal education in health economics or related field.
    • Pharmacy degree & not less than 7 years of preferably related experience
    • Strong understanding of payer and government environment in Egypt and levant countries, including reimbursement, pricing and contracting, value drivers, formulary management, health economics, health economics policy and government affairs/policy/advocacy.
    • Strong leadership skills with demonstrated ability to lead cross-functional teams, and engage in productive debate and collaboration with senior leaders.
    • Excellent communication skills, including interpersonal skills to foster collaboration and succeed in a highly-matrixed environment.
    • Strong oral/written presentation skills.
    • Strong strategic planning skills—both at the product and country (cross-portfolio) levels.
