Position Purpose & Summary

This position is a part of the APAC Regional Environment team focusing on developing and deploying global environmental compliance programs in the Asia Pacific Region and monitoring/managing regional (Asia) regulatory developments. Reports to the Cargill APAC Environmental Lead and will actively deploy the Cargill Environmental Strategy and program in APAC.

The APAC Environmental Regulatory Director will provide strategic geographic leadership and apply subject matter knowledge of environmental regulatory compliance; emerging and ongoing regulatory issue management; governmental, trade association and NGO interactions, including negotiations, settlements and agreements. Responsibilities include: deploying & maintaining the Asia Pacific regulatory issue management program within Asia Pacific; communicating emerging issues and changing regulatory environment and impact on strategic plans to business leadership; managing compliance monitoring program and processes; cultivate collaborative relationships with key governmental agencies, industry groups, community & NGOs negotiations and other interactions; lead Cargill teams in negotiation strategy & negotiate effectively with compliance officers and local regulators on moderate or severe issues; and provide regulatory communication and training.

The position will lead the Asia Pacific Environmental Issues Teams: deploys corporate methodology and tools regionally including policy/requirements/processes/systems associated with regulatory management; drives standardized approaches and documents; monitors and communicates Cargill environmental positions; and assure/verify regulatory issue management and /or resolution. Scope of responsibilities of include, but not limited to, creating a regional Cargill emerging environmental regulatory issues work process and associated requirements/procedures and tools; ensuring environmental programs teams (Air, Water, Waste, Chemicals) follow global work processes and utilize monitoring tools and manage ongoing environmental regulatory issues; and drive towards issue resolution. In addition, the position will collaborate with the other Cargill functions (e.g., Law, Corporate Affairs, Operations) to analyze potential community, political and policy issues and impact on corporate reputation risks; educates/communicates the changing regulatory landscape and emerging environmental issues to leadership; and manages Cargill’s interests to external stakeholders.
Principal Accountabilities

1.50% Environmental Regulatory Issues Management (Current and Emerging):
Provide strategic leadership for the design and administration of the Asia Pacific environmental regulatory compliance management program, managing current & emerging regulatory issues registers, and assuring governance processes for applicability review/acceptance. Educates and communicates status of all regulatory issues; changing regulatory landscape; and manages the environmental regulatory risk portfolio. Ensure consistent monitoring, assessment development, deployment, execution and verification of Corporate EHS policies/requirements, corporate goals and EHS initiatives.
  • Apply systematic environmental compliance risk assessment processes, continuously analyze risk assessment results, support the creation of measurable action plans to address identified gaps, and oversee system for tracking actions.
  • Conduct global regulatory surveillance to anticipate environmental regulations and requirements that could affect operations. Remain current with major legislation, directives and new regulatory information related to air emissions throughout the world.
  • Develop and maintain issues management portfolio.
  • Manage the Asia Pacific emerging regulatory issues teams to monitor, evaluate, manage & resolve emerging issues around the globe.
  • Select the tools and emerging regulatory issues content (RegScan, BNA, Enhesa) to support the NA environmental programs teams and sub-regional regulatory managers.
  • Provide high level expertise to assess Regulatory impacts, Environmental risks and opportunities facing businesses and assess potential impacts via priorities, key stakeholder interest (customer, community, interest groups, employees), and on Corporate strategic initiatives.
  • Collaborates with the other Cargill functions (e.g., Law, Corporate Affairs, Operations) to analyze potential community, political and policy issues and develops Cargill’s position
  • Develops strategies to assess and manage corporate reputational risks.
  • Identifies potential for Cargill initiatives to create activism in the local communities
  • Lead and support the development of environmental regulatory programs requirements, necessary guidance, support materials, and training.
  • Assess and communicate environmental regulatory risk controls and management

2.30% Collaborative Partnering- Regional Level

  • Ensure proper management of the Cargill - Regulator relationships at key jurisdictions in Asia Pacific.
  • Collaborate with internal partners such as Business leaders, Law, Commercial, BOSC functions, Law, Finance, to analyze potential community, political and policy issues; develop Cargill’s positions, and to execute elements of the environmental strategy related to regulatory management.
  • Partner with other Cargill leadership and expertise to develop and deploy appropriate process controls, procedures for regulatory compliance evaluation and risk mitigation for environmental compliance issues.
  • Network with external organizations to identify best practices, effective technologies & regulatory content/procedure, and cooperative solutions that can be applied effectively to help in support of EHS strategy implementation.
  • Oversee regional interaction with external stakeholders to advance Cargill’s positions and goals to support innovation, issue management and compliance efforts. This includes preparing the issue narrative, and active participation in key external industry association, environmental forums, and NGO/regulator symposiums.
  • Communicate regional trends, developments and opportunities to regional leadership and global governance team

3.20% Content Development:
  • Develops the procedures, positions, work processes, and tools necessary to execute standard approaches to issue management and governmental/NGO interactions (including negotiation work processes).
  • Interprets complex information, summarizes and communicates impacts. Conducts applicability analyses. Provides regulatory leadership to Compliance task activities.
  • Provides regional regulatory training and informs businesses on emerging trends.

Qualifications
Education, Experience, Skills

Minimum Required Qualifications
  • Bachelor’s degree in engineering, industrial or environmental sciences or related field.
  • 10+ years’ environmental experience that includes key responsibility for environmental regulatory and issues management
  • 5+ years’ experience interacting with government agencies including legal negotiations, influencing regulatory programs, managing NGO expectations and creating industry group regulatory positions.
  • Strong knowledge of Environmental Compliance Systems, Rulemaking Procedures and Technologies.
  • Strong issue management and resolution experience
  • Ability to implement technical knowledge into global policy and processes.
  • Demonstrated ability to quickly conceptualize and understand strategy, business model and supporting processes.
  • Effective problem-solving, project management, critical thinking and development skills.
  • Fluent in English
  • Ability to travel 30%
  • Multi country regulatory experience
  • Ability to understand and navigate effectively through networks and across organizational boundaries to gain support
  • Use knowledge to advance science or technical knowledge to influence regulations or recognized leading practices
  • Ability to communicate and influence senior leadership to front line management
  • Demonstrated excellent verbal, written communication and presentation skills

Preferred:
  • Law degree - Juris Doctor (JD), MS degree in engineering, industrial or environmental sciences (or relevant scientific / technical or legal field).
  • Participate and pursue leadership roles in external organization to bring “outside in” perspective and exposure to leading practices
  • Experience working in a global / multi-geography environment and an understanding of the complexities it presents
  • Proficiency in multiple languages
