12 Month Fixed Term Contract

As an Assistant Possessions Planner you will assist in the deliver all aspects of Engineering Access Planning, ensuring the safe, efficient and cost effective planning of Rail Automation engineering access. Deliver the coordinated planning, resourcing and implementation of engineering access in accordance with project timescales and industry standards. To effectively manage resources including safety, quality, time, costs, people, materials and tools / equipment.

What are my responsibilities?
  • Assist in planning all track access activities and managing the required resources
  • Compliance with appropriate legislation and standards
  • Ensure that all resources hold appropriate qualifications/license for the activities carried out
  • Ensure rework cycles on projects are minimized and lessons learnt are implemented
  • Implementation of approved best practice techniques to ensure standards are maintained
  • Apply appropriate planning, safety and performance measures to all engineering possessions
  • Maintain accurate and detailed records of possession arrangements
  • Proactively deliver track access and operational interface elements of projects within timescales during both planning and implementation
  • Ensure engineering access timescales and critical milestones are met
  • Assist in the production of and book robust, safe, deliverable and technically compliant possessions, signalling disconnections and electrical isolations on behalf of projects, within the planning timescales and to budget
  • Attend Network Rail possession planning meetings to ensure necessary track access is obtained
  • Book/confirm appropriate possession resources and plant/equipment within timescales
  • Resolve possession/worksite conflicts to deliver the business plan, whilst minimizing commercial risk
  • Identify possession/engineering access risks and put in place mitigation measures, throughout the possession lifecycle
  • Deliver safe and efficient engineering access, whilst maximizing access opportunities
  • Negotiate with Network Rail and Train & Freight Operating Companies for disruptive/enhanced possession and access to depots/yards
  • Support submission of tender documentation, ensuring that practical possession/isolation signalling disconnection strategies are in place
  • Produce/check SSOW plans with appropriate planning, safety and performance measures applied
  • Support/assist the Operations Manager as necessary to deliver business requirements
What do I need to qualify for this job?
  • Railway operations experience, which should include planning/managing engineering work (essential)
  • Possession Planning or Trackside safety critical role experience (essential)
  • Thorough knowledge of the rule book, group standards and other documentation relating to Possessions, SSOW planning and electrical isolations (essential)
  • SSOW Planner License (essential)
  • Understanding of key operational roles and how they can affect possession performance (Signaller, PICOP, E/S, COSS, Driver, OLE Nominated person, etc) (essential)
  • Experience carrying out duties of a COSS (essential)
  • Commercial awareness and ability to identify change (essential)
  • Must be willing to travel and lodge away from home depot to meet the operational needs of the business (essential)
  • Hold full UK driving licence (essential)
