This role will be responsible for leading a team of direct and indirect Business and Centre of Excellence HR team to enable Intel's research & development business in China. Intel China's R&D business has a rich portfolio of both software & hardware capability in a wide range of products from server to mobile to Internet of Things chips for both multinational customers and China local players. In the last few years, Intel has grown its R & D capabilities from strength to strength in China. With the growing local technical eco-system, Intel is committed to further growing technology, product and solution innovation with the emerging and fast growing China partners.

The incumbent is responsible for developing and implementing HR strategies, roadmaps & solution for the respective R&D teams based in China. He/she will provide leadership to the China R&D HR functions to deliver high value, professional services to drive organizational performance.

Key responsibilities:
HR Business Partnership:
-Translate Intel China R&D strategic and tactical business plans into human resource plans & roadmaps. Work closely with business leaders in improving the organization competence. An advisor to the senior business leaders on human resources issues & solutions.
-Lead the R&D HR business plan execution; develop, monitor and implement solutions, programs & measurements to advance R&D talent & organization readiness for change, innovation & growth. This should take into consideration internal & external environmental factors both at the corporate & locally in the business and in HR.

Organization Development:
-Prioritize & deploy organization capability solutions to business in transition, change & growth, e.g. standing up new team, M&A integration, functional repurposing etc.
-Drive a structured approach & gain momentum for leadership development, cross team collaboration, succession planning and workforce management in anticipation of emerging business need.

HR Account Team Management:
-Provide HR leadership and functional development including the mentorship and coaching of extended HR account teams, the development of specific policy and process, and the support of global enterprise process, tools & programs execution.
-Lead the human resource business planning process; work in partnership with HR COE team to execute HR roadmap & implement both Intel enterprise solution and targeted business & geo solutions to meet a wide range of business & employee needs.
Partner with Intel Talent COE team to develop recruitment & talent transition strategy and drive diversity & inclusion;
Partner with Global Leadership & Learning COE team to develop and implement strategic learning and development programs to meet talent development needs at individual, team and organization level;
Partner with Compensation COE team to develop and oversee the implementation of reward and recognition strategy /programs to meeting the divergent need of talent attraction, retention & motivation for mixed business & employee profiles;
Partner with HR Employee Service COE team to drive the streamlining, standardization and continuous improvement of HR processes and services both for enterprise solution and prioritized business solutions;
Partner with Business HR Employee Engagement team to develop and coordinate progressive and proactive programs to motive and engage our employees & ensure high standard of ethics & compliance
HR Citizenship & Leadership:
-As a member of China & Global Intel HR team, contribute to the development and implementation of global, regional and local HR strategies, initiatives, take a vest interest and make contribution & impact to Intel HR capability development & Growth.


Qualifications

At least 15 years HR experiences with multinational company, and minimum 5 years in senior HR management roles.
A good understanding about organization structure, people, business and future direction, know the trends in HR, labor market and business environment in China and/or globally.
A deep understanding of operating concepts in a multi-business, multi-national, multi-culture organization is critical, as is the ability to assess and adjust to the impact of external and internal business trends to ensure local practices remain current and responsive to business needs, are essential.

Business acumen: Able to deal with ambiguity & pace of change. Can quickly read into a business context and understand key factors for business success and HR's play in the business strategy, able to articulate point of views to business leaders & managers and establish personal credibility as a key member of business staff
Organization acumen: systematic understanding of organization culture, dynamics; Comfortable & Effective working across organizational lines; able to build network, develop alliances and channel individual & team energies to emerging opportunities & challenges through structured & practical organization interventions;
Analytical & communication: Practice effective listening collect & use facts, numbers and statistics, able identify patterns from complex situation, form and lay out story lines and course of action that mobile both HR & business to solve problems and/or jump on opportunities. Able to build trust and influence across country, function and organization boundaries.
Strong execution capability: Able to make and deliver commitment. Able to identify priorities, device project plans, pull critical resources & manage stakeholders to deploy solutions, hitting and/or adjusting goal & generate immediate & lasting HR & business impact.
People & team management: Has a deep interest & passion to grow & develop team excellence beyond personal professionalism. Practice situational leadership amongst peer, staff & business members. Able to develop common goals, objectives across individuals & teams, negotiate for resource & support; hold the team accountable for results, and provide tools, coaching, recognition & rewards to motivate and energize the team. Is sort after by peer members & functions both as a source of personal expertise & collaborative force.

Other Requirements:
Good written and spoken English and Mandarin capabilities are must.
Master's degree in relevant discipline, engineering background will be a plus.
Established networking with local HR communities, associations, organizations
