Job Description

CCi seeks to hire a Human Resources Manager to join our team in China. The Human Resources Manager is directly responsible for the overall administration, coordination and evaluation of the human resources function and serves as a consultant to employees and management in China on human resources related issues. The role provides strategic and tactical support to develop the Human Resources infrastructure and cultivate the culture for the China region. This position will be on contract basis for 3 days per week.


ROLE DESCRIPTION

1. Manage Human Resources Function

· Manage all aspects of the Human Resources function for the China region including the execution of the Global Human Resources Department strategy, talent acquisition, employee relations, governance, total rewards management, HRIS and payroll administration.

· Drive the understanding of people and organizational implications of the business strategy and goals across the regional leadership team and in so doing influence the business agenda.

· Be a proactive member of the regional leadership team, participating in the management of the business.

· Focus on strategic activities and evaluates HR service and value delivered to the region.

· Work with the region to translate business needs into clearly articulated and actionable organization and people requirements.

· Establish and maintain relationships with internal and external stakeholders.

· Mediate and resolve employee relations issues in the region; conduct thorough and objective investigations when necessary.

· Identify the methods to build morale, improve workplace relationships, and boost productivity and retention.

· Act as an employee champion and change agent.

· Consult regularly with management and provide guidance when appropriate.

· Advise and coach management on performance related issues.

· Support the Performance Management process.

· Support competency and leadership development for the China region.


2. Talent Acquisition

· Conduct in-take meeting and support line management with developing a talent acquisition strategy.

· Create job posts and identify relevant job boards to effectively attract top talent.

· Screen resumes and conduct initial phone interviews.

· Ensure interview panel drafts candidate interview notes in ATS (BambooHR).

3. Governance

· Participate in the governance of HR operations to define and review the quality and the cost of the service provided.

· Create and maintain China employee handbook and other policies specific for the China region.

· Maintain an in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Partner with legal as needed/required.

4. Total Rewards Management

· Ensure pay and benefit plans for the China region comply with legislative requirements.

· Ensure salaries, benefits and STI offerings are aligned with CCi total rewards principles.

· Assist with the annual salary review process for the China region.

· Administer employee benefit plans.

5. HRIS, Payroll and HR Administration

  • Maintain HRIS (BambooHR) database with accurate employee and independent contractor information. Create new accounts and manage access permissions. Train system users on functionalities and new features.
  • Ensure all new hires, leave details and payroll changes are updated in time to be actioned in the correct payroll month. Collaborate with Accountant in China to ensure payroll is processed timely each month.
  • Manage the onboarding and offboarding process for the China region.
  • Draft contracts for new hires, promotions, transfers in collaboration with department management.

6. Competency and Leadership Development

· Support the development and tracking of team members’ learning paths

· Support the leadership development program for the China leadership team

· Liaise with Professional Services and other department function heads to ensure the Competency Development program is meeting required goals.

· Represent China region on the Global LDAT (Leadership Development Advisory Team)


7. Support Global Human Resources Department

· Collaborate with the Global Human Resources Department to create effective and integrated HR solutions.

· Provide feedback to the Global Human Resources Department about HR solution effectiveness and work with them as appropriate to identify continuous improvement opportunities/gaps.

REQUIRED EDUCATION AND EXPERIENCE

An undergraduate degree in Business Administration or related major; 7+ years’ human resource experience or an equivalent combination of education, training and expertise.

Working knowledge of multiple human resource disciplines, including compensation practices, benefits, organizational development, employee relations, performance management, training, recruitment, and employment laws.

Experience working in a start-up environment and the ability to work independently.


PREFERRED EDUCATION AND EXPERIENCE

10+ years’ experience in the HR field


TRAVEL

Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.

REPORTING LEVELS

This position reports directly the Regional Manager for China with a dotted reporting line to the Global Human Resources Director.

This position has no direct supervisory responsibilities.
