Job Description

Starting Salary Range: HK$20,000 - $31,700 per month, depending on qualifications and experience

Entry Requirements:
Candidates [See Note(1)] should have –
(a) a Diploma or Higher Certificate in Electrical Engineering, Electronics Engineering, Electronic and Information Engineering, Electronic and Communications Engineering, Information and Communications Technology, Telecommunications Engineering, Civil Engineering, Structural Engineering or Building Studies from a Hong Kong polytechnic university/polytechnic, the Hong Kong Institute of Vocational Education or a technical institute/technical college, or equivalent ;
(b) met the language proficiency requirements of ‘Level 2’ or above results in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [See Note (2)]; and
(c) at least 3 years’ post-qualification working experience in the relevant field.
Preference will be given to candidates who possess technical support experience in fibre wiring works for the fixed network operators (FNOs) in Hong Kong.

Duties:
Project Technical Officer will be mainly responsible for –
(a) providing technical support for the implementation of the Subsidy Scheme to Extend Fibre-based Networks to Villages in Remote Areas (Subsidy Scheme), including site inspection and field measurement; recording and updating technical data; preparing technical drawings and operating instruments (including specialised instruments);
(b) liaising with FNOs on civil works procedures and land access issues;
(c) coordinating with other government departments for the compliance with the relevant statutory requirements by the FNOs;
(d) conducting on-site inspection of the civil work and ensuring that the workmanship of the FNOs is up to the relevant civil engineering standards;
(e) participating in various milestone verification tests for the acceptance of the telecommunications networks and infrastructure under the Subsidy Scheme; and
(f) handling enquiries and complaints in relation to the Subsidy Scheme.

Other Relevant Information:
Successful candidates may be required to work irregular hours or overtime which will be compensated by time-off-in-lieu. They may also be required for performing outdoor duties.

Notes:
(1) Applicants should have met the entry requirements on or before the closing date for application.
(2) For non-civil service appointment purpose, ‘Grade C’ and ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ and ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(3) Candidates may be required to attend a selection interview cum written test. Where a large number of candidates meet the specified entry requirements, the Office of the Communications Authority may devise shortlisting criteria to select the better qualified candidates for further processing. In these circumstances, only shortlisted candidates will be invited.

Terms of Appointment:
Successful candidates will be appointed on two-year non-civil service contract (NCSC) terms. Further renewal of contract will be subject to the candidate’s performance and service needs.

Fringe Benefits:
(a) A gratuity may be granted if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will add up to 15% of the total basic salary drawn during the contract period.
(b) Rest days, statutory holidays, annual leave, maternity leave, paternity leave and sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.

Completed application forms submitted by post should reach the contact address below on or before 5 November 2020, together with copies of (i) results of HKDSEE/HKCEE or equivalent examinations and qualification [See Note (2)]; and (ii) official transcripts and certificates of academic and professional qualifications obtained from institutions. Applicants should also attach a separate sheet to the application form setting out their employment record, as well as a detailed account of their relevant experience and skills. Applicants who do not provide this separate employment record may not be invited for the written test and/or selection interview. Please specify on the envelope “Application for the post of Project Technical Officer”. To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to the Office of the Communications Authority and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Applicants will bear any consequences arising from paying insufficient postage. The postmark date on the envelope will be regarded as date of submission of application.

Applications which are late or incomplete, or not made in the prescribed form [G.F. 340 (Rev. 3/2013)], or submitted by fax or e-mail, or applications without attaching or with late submission of copies of the required supporting documents after the specified deadline, will NOT be considered.

Candidates who are selected for written test and/or selection interview will normally receive an invitation (by email or by post) in about six to eight weeks from the closing date for application. Those who are not invited for written test and/or selection interview may assume that their applications are unsuccessful.
