Job Description for Security Specialist, GM SEC GSC AA, China Office
1. Mandate of GM SEC
GM SEC is the Managing Board's contact at Corporate level for all questions relating to company security and is responsible - as part of its governance function - for the definition, design and implementation of the company-wide processes required to achieve cross-unit convergence in the area of company security. As part of its authorization to issue security-related regulations, GM SEC defines the requirements for the security topic areas and supports and consults the Siemens units in implementing.

2. Organisation and Title
The Country Security Specialist of China is part of the GM SEC GSC AA set-up, and the Security Specialist is part of the GM SEC GSC AA, China Office.
On top of the GM SEC bundling, the CEO of Siemens Ltd, China commissioned the bundling of the function in Siemens Ltd, China and its assigned-countries, appointing the Security Specialist as Security Business Partner, with effect from 01 Oct 2014.
- Reporting Lines
- As a member of the GM SEC GSC AA, China Office, the Security Specialist reports directly to the Country Security Officer, China Office, with regards to all GM SEC topic-implementations, operations, and work-administrations in the assigned area of operations.
- As a Security Business Partner to Siemens Ltd, China, the Security Specialist is responsible to assigned leadership of the Siemens Ltd, China Business-entities, in the effective implementation of GM SEC topics and operations.
- As a Centre-of-Expertise, the Security Specialist is responsible to the Country Security Officer and the members of the North Asia Security Community, for the implementation efficiency of assigned GM SEC topics.
- Major Roles and Responsibilities
Due to the matrix-organisation nature of the position, the Security Specialist, China Office has multi-dimension role and responsibilities.
- To Country
Security Officer, China Office and Siemens Ltd, China
- Although bundled by GM SEC GSC AA, the Security Specialist remains accountable and responsible to the leadership of assigned Siemens Ltd, China Business-entities as a Security Business Partner, for the implementation of GM SEC topics and requirements.
- To be accountable and responsible to the Country Security Officer and the leadership of Siemens Ltd, China for the proper business conducts and practices in administrating assigned tasks of the GM SEC GSC AA, China Office.
- To serve as the security advisories to the Siemens Ltd, China Business-entities leadership, with regards to GM SEC topics requirements and standards.
- To plan, develop, drive, lead and organise necessary resources for the effecting and implementations of GM SEC topics and requirement in Siemens Ltd, China Business-entities.
- To constantly evaluate the risk environment of Siemens Ltd, China, highlighting risks and vulnerabilities to the leadership, and contributing to the necessary mitigating solutions.
- To organise, lead and train the Business-unit Crisis Management Committees and Operating-companies Security Leads from Siemens Ltd, China businesses, working towards the effective implementation of GM SEC topics and requirements.
- In support of the Country Security Officer, to develop, drive, lead, train and coordinate all necessary resources in the build-up and the execution of the Siemens Ltd, China Crisis Management Plan.
- To North
Asia Security Community
- Beside the implementation responsibilities in Siemens Ltd, China, the Security Specialist is tasked to serve as the Centre-of-Expertise and advisories of assigned GM SEC topics and requirement, in support of the North Asia Security Community and its leaderships, regarding topic-operations and implementations.
- In support of the North Asia Security Community, to constantly evaluate the risk environment of Siemens in the assigned area of operations, highlighting risks and vulnerabilities, and contributing to the necessary mitigating solutions.
- To GM
SEC and the Regional Security Office, Asia-Australia
- To be a Security-Operation Topic, Centre-of-Expertise representative of GM SEC GSC AA in the assigned area of operations, having the necessary organisation structure, knowledge and competencies to effect and implement GM SEC topics and requirements.
- To serve as a focal for GM SEC organisation in the assigned area of operations, having local understandings of the company’s business footprints, and the various countries’ social, cultural and legislation background, thus contributing to the overall decision-making processes.
- To serve as a member of the Regional Security Office, Front-line Response in the assigned area of operations, supporting the region-companies leadership in the event of emergencies or crises.
- GM SEC Topics Responsibilities
To improve implementation effectiveness, the Regional Security Office has divided most of GM SEC topics into 3 levels. The Security Specialist is expected to have knowledge and competencies for all topics, but is tasked to have specific operational focus for assigned topics.
- Security-Central Topics
- Security-Process Topics
- Security-Operation Topics
- These are operational security topics that are commonly require across countries and businesses, which include Situation Analysis, Property Protection, Project Security, Travel Security and Crisis Management.
- The Security Specialist is expected to be the expert in these topics, responsible in planning, developing, driving, leading and organising resources to create a Centre-of-Expertise for the Siemens Ltd, China and the North Asia Security Community.
- The Security Specialist is also responsible for the development and training of these topics to the members of the North Asia Community, working towards topic self-reliance in region-companies.
· These are topics where expertises are available in GM SEC Functional Departments. They include Communications & Support, Investigations, Event & Executive Protections, Anti-Eavesdropping and the 24/7 Security Centre.
· The Security Specialist, serving as a Security Business Partner for the Siemens Ltd, China Business-entities, is the first-contact for these topics providing front-line advisories.
· If in-country supports by Functional Departments are required, the Security Specialist will liaise with the Country / Regional Security Office for operation-coordination.
· These are topics that require deep know-how and process-expertises, which include Assets Classification & Protection (ACP) and Outsourcing Project Evaluation and Risk Assessment (OPERA).
· The Regional Security Office created a Centre-of-Expertise (CoE) in the Regional Office, to liaise with GM SEC Functional Departments and coordinate the implementation of these topics in the region.
· The Security Specialist, serving as a Security Business Partner for the Siemens Ltd, China Business-entities, is the first-contact for these topics providing front-line advisories.
· If in-country supports by Functional Departments are required, the Security Specialist will liaise with the Country / Regional Security Office for operation-coordination.
6. Team Administrative support Responsibilities
To enable effective office operation, the role Security Specialist would also be tasked to carry out Team Administrative support to the GM SEC office operation.

of GM SEC Topics and Responsibilities.
- As a representative of GM SEC GSC AA in the assigned area of operations, the Security Specialist, China Office must demonstrate ownership of GM SEC topics and responsibilities, by actively pursuing opportunity of collaborations and improvement, to raise the security capabilities of the organisation as a whole.
- As a function representative in the assigned area of operations, the Security Specialist is expected to demonstrate a high level of compliance to local legislations and Siemens Standards, during daily business conducts and practices of office administration.
· Daily operational support activities for department head and the office such as maintaining calendar, managing meetings, team member travel requirement, purchases, contracts, and miscellaneous support issues.
· The support function also co-ordinate and support the organization of events and activities as part of the GM SEC office operation.
· Other support tasks duly assigned for support of GM SEC office operation.
