The Oracle Construction and Engineering Global Business Unit (CEGBU) is searching for a Proposal Manager located in our Melbourne or Sydney office. The Oracle CEGBU provides flexibility for office location preference, dependent upon position.

Primary Purpose

The Proposal Manager is an experienced role responsible for providing proposal support as directed by the Senior Proposal Manager, acting as a resource to mentor and guide teams in the development of high quality, compliant and timely proposals. The Proposal Manager uses Oracle’s proposal process, tools and corporate policies to plan, manage and contribute to all stages of the development of proposals with a high degree of professionalism and flexibility. Works alongside the Senior Proposal Manager and other team members to refine processes and tools, evolve our services and prepare CEGBU to be a major competitor in the project management software market.

Responsibilities

·       Uses Oracle’s proposal process, tools, and corporate policies to plan, manage and contribute to all stages of the development of proposals with a high degree of professionalism and flexibility.

·       Provides proposal development support as directed by the Senior Proposal Manager.

·       Shreds solicitation requirements and develop response organisation structure for all RFx’s, and task orders, both domestic and international.

·       Applies lessons learned from proposal experience to interpret ambiguity in solicitation requirements, identify and mitigate risks to the proposal process, and collaborate with department team members on continual improvement.

·       Develops a workplan to include a comprehensive proposal schedule, including task assignments, that maximises the time provided while appropriately allocating an appropriate amount of time to complete each task.

·       Prepares additional proposal development plans including proposal outlines and pre-formatted internal response directives in accordance with the solicitation requirements and internal standards.

·       Leads proposals through the corporate proposal development process, working with teams to identify and resolve issues so proposals are submitted on time, and track appropriate proposal process data.

·       Organises, writes, edits, and formats technical proposals and grant applications consistent with response instructions using Oracle branded templates and existing content where appropriate.

·       Researches using multiple internal and external sources to create content to develop tailored proposal sections with consistent messaging compliant with solicitation requirements and internal standards.

·       Coordinates with Oracle partners, primes, and other organisations as needed ensuring counterparts understand timelines for submitting responses; on an as-needed basis resolve issues and clarify information to aid in moving the proposal process forward

·       Completes proposal production, formatting, and submission activities

·       Creates and maintains proposal folders according to department standards

·       Participates in continuous improvement of proposal development, stock material/templates, and knowledge management processes

·       Participates in department and corporate initiatives to aid in the building of a client relationship management (CRM) system, ensuring that proposal data is accurately tracked and updated

·       Performs other duties as assigned by the Senior Proposal Manager

Experience

·       Intermediate to advanced skills in Microsoft Office Suite products and Adobe Acrobat, including excellent working knowledge of Visio and PowerPoint

·       Minimum 2 years’ experience developing RFx responses for commercial and public sector contracts and/or commercial institutions; experience in the construction and engineering sector is a bonus

·       Demonstrated work history of progression within a proposal team with desire to continue to grow, develop, and advance beyond manager position

·       Prior experience working with a custom-developed proposal process requiring adaptability and flexibility according to need, preferably for a growing organisation is a plus

·       Experience working with proposal teams, preferably in a matrix environment, with teams of varying levels of skill, from first-time participants to managers and executives

·       Must be able to handle multiple demands during the proposal process and make decisions concerning job operations with limited direction and input daily

·       Demonstrates initiative and ability to exercise sound independent judgment

·       Willing to take ownership of projects from inception through implementation, including through award

·       Must possess excellent writing and communication skills

·       Must be professional, client-service oriented, able to balance assertiveness with flexibility for the good of the project and those working on it, and maintain a positive outlook

·       Must be able to proactively identify risks to proposal process, identify solutions, and collaborate with proposal team and/or proposal department manager to mitigate as appropriate

·       Willingness to learn and perform new tasks as required

!|!The Business Proposal Representative (BPR) level one is an entry level position. Individuals perform proposal management activities through assistance and guidance. Individuals follow direction from higher level BPR’s and managers to gain competency and achieve a greater degree of understanding of proposal management. Participate in new business development within Oracle. BPR's play a key role in long term positioning of Oracle for targeted opportunities. BPR's manage the processes and systems associated with the planning, development and production of written responses to formal, competitive solicitations from Oracle clients and prospects. BPR's provide leadership and strong project management skills. BPR's should be able to be resourceful, proactive, detailed and able to exercise sound judgment. BPR's should be able to handle multiple projects simultaneously and cultivate strong working relationships with internal and external contacts.

Level 2 Business Proposal Representatives contribute independently displaying an understanding of proposal management processes and procedures needing little or no assistance. Level 2 Business Proposal Reps provide direct project management support for the delivery of high quality, competitive proposals to Oracle external prospects. Typical tasks performed at this level can include\: provide direct project management support for the delivery of high quality, competitive proposals to Oracle external prospects, develop win themes, maintain liaison with external partners and integrators participating in joint operations, analyze Proposal to determine delivery specifications and preparation outlines, analyze Evaluation Criteria, develop Feature/Benefit tables, create Storyboards, provide direction regarding compliance with statutory, regulatory and commercial business guidelines provided by prospective and established customers, plan and create text/graphics preparation and control environment for virtual collaboration by internationally disbursed teams, establish and manage the proposal submission schedule, develop proposal preparation instructions, create compliance and author response matrices, develop writing instructions for authors, plan and conduct project kickoff meetings, manage the execution of the proposal development plan, contribute to and/or write executive summaries, establish document version control methods, create document review directions and procedures, manage review and edit cycles, coordinate the final assembly and delivery of proposal, review final proposal for compliance and responsiveness.

Proposal management support experience of 3 years. Able to manage small proposals or portions of multi-volume business/technical proposals. A bachelors degree is preferred, technical background or industry experience a plus. Excellent verbal communication, interpersonal and writing skills. Experienced in using tools such as Adobe Acrobat, Word, Excel and PowerPoint. Able to handle multiple projects in a fast-paced environment. Flexible, team-oriented attitude.!|!
