Reporting to the Vice President of Global Tax Policy, the Senior Director of Global Tax Policy will provide a critical role within the Oracle Tax Department by providing strong leadership in monitoring, helping analyze and advocating on tax legislative and regulatory developments. He/she will collaborate with Oracle’s US headquarters and regional tax teams and outside advisors to understand the impact of pending or enacted changes in tax laws and administrative pronouncements. The Senior Director will be responsible for timely communicating tax developments to the relevant tax teams and internal subject matter experts, as well as monitoring and providing updates on the status of the proposed law or regulatory changes.
The Senior Director will help develop advocacy strategies and will coordinate with Oracle’s Government Affairs team on efforts to obtain desired outcomes. This work will include direct interactions with Oracle’s Senior Vice President of Tax and leaders within Government Affairs, as well as with Congressional, agency and other governmental officials. He/she also will participate actively and must be an influential player in various coalitions and industry associations, and will help draft or revise comment letters regarding proposed legislation, regulations or administrative actions.
A primary focus of the role will be on US Federal tax developments and advocacy efforts. In addition, the position will encompass selected tax policy work at the state level and internationally (either in respect of multi-jurisdictional or specific country developments).
· Review draft tax legislation and other developments, proactively alert and advise Oracle Tax colleagues regarding the developments, lead the preparation or editing of comment letters, and monitor status.
· Work with Oracle Tax colleagues to assess the relevance to and potential impact on Oracle of proposed tax law changes or administrative guidance.
· Actively participate in determining and implementing tax advocacy strategies, goals and action plans.
· Collaborate with members of the Oracle Tax headquarters team, the regional tax teams, and Government Affairs to achieve Oracle’s tax advocacy objectives.
· Lead or participate in advocacy work, interfacing with other members of coalitions and industry associations and with government officials.
· Where appropriate, engage in proactive advocacy to effectuate positive change in tax laws, administrative guidance or practices, or in other tax policies.
· Prepare briefing materials, talking points, updates and presentations in connection with proactively and effectively communicating legislative and other developments within Oracle Tax and, if the situation warrants, to executive management or the Board of Directors.
· Serve as an active and influential member of coalitions and associations of which Oracle is a member on all tax policy matters, including comment letters and other advocacy work in which such organizations engage.
· Continually assess how to improve the tax policy function and related processes globally.
· Flexibility to travel domestically or internationally.
· Useful for candidates to have an economics, accounting and/or JD degree, but other degrees and experiences involving technical subjects can be suitable for the position.
· Experience attained by serving in a legislative staff role at the Federal or state level is relevant and useful but not required.
· In-house experience at a major multinational corporation is helpful but not required.
· Ability to manage several concurrent projects with set timelines in a quickly changing external environment.
· Self-starter, comfortable working independently to achieve agreed objectives and outcomes.
· Superior written and oral communication skills.
· Strong collaborative and interpersonal abilities, with proven capacity to communicate with executive-level management and government officials.
· Leadership & Influencing\: The Senior Director will bring seasoned business judgment, executive-level presence and a passion for delivering tax results. Being an exceptional collaborator and communicator is essential. Having a strong sense of values, character and personal integrity is critical, as is the ability to effectively present and interact at the senior leadership level. Being comfortable operating in a dynamic, matrixed organization and capable of challenging conventional wisdom in a balanced, constructive way, while offering solutions and improvements, are necessary traits for the role. The position requires a results-oriented individual with a track record of accomplishing objectives in a complex environment.
· Project Leadership\: Successful track record of managing multiple concurrent projects to successful outcomes in a fast-paced environment. The Senior Director must have a “take ownership” mentality with a bias for action and advancing projects through proactive communication with others, as well as the capacity to identify and prioritize the key challenges to execution. The ability to collaborate cross-functionally, speak up forcefully but respectfully, and provide valuable insights within Oracle Tax and external organizations are key. The candidate must possess and have the ability to leverage his/her strong influencing and consensus-building skills both internally and in interactions with external parties and groups.

Manage and coordinate internal and external resources to implement company tax savings strategies. Ensure accurate and timely filing of tax returns. Manages a professional staff.
Be an integral partner in Oracle's business decisions to enhance shareholder value by providing tax-related advice globally to all business units. Develop and implement systems to compile information for various federal, state, local, and international reports. Represent the company on tax matters in government, professional, and industry associations. Performs or directs research; analysis and interpretation of federal, state, and local statutes. Manages and oversees international tax laws and regulations. May be involved with tax implications of mergers and acquisitions.
Directs and ensures the implementation of operational policies through subordinate managers Interacts internally and externally with executive management involving negotiation of difficult matters to influence policy. Functional expertise and broad company knowledge. Maintain current knowledge of all tax laws affecting Oracle. Strong business and tax technical skills needed. Detail oriented, analytical, and able to manage multiple tasks in a fast paced environment. Ability to work with outside advisors. Experience with computer tax systems. Strong written and verbal communication skills. Demonstrated leadership and project management skills. Experience in public accounting firm and/or high technology industry. BA/BS in Accounting or Finance preferred. CPA and or MS/MBA tax a plus.
