Reporting to the person performing the role of Executive Director, Market Conduct, or an Associate Director, the incumbent will assume the following:

Key Responsibilities

• Serve as Secretariat to the Disciplinary Panel established by IA to make decisions on cases involving disciplinary actions under the Insurance Ordinance and the Anti-Money Laundering and Counter-Terrorist Financing Ordinance (Cap. 615), to provide legal advice, drafting and other administrative support to the Disciplinary Panel. The role will involve close liaison with the Enforcement Team in the Market Conduct Division
• Provide legal advice and support to the Market Conduct Division and generally, on non-disciplinary matters, through compliance advice, letters of concern, or the use of IA’s non-disciplinary powers under the Ordinance in relation to licensed insurance intermediaries
• Assist in policy development for matters involving market conduct in the insurance industry
• Provide support for drafting circulars and other market communications on market conduct matters, handling ad hoc matters involving market conduct (such as general enquiries on the licensing framework etc), development of CPD courses on regulatory requirements, relevant guidelines and codes of conduct etc

Requirements

• A bachelor’s degree in laws and qualified solicitor or barrister, preferably in a common law jurisdiction (eg Hong Kong, Australia, England and Singapore)
• At least 8 years of post-qualification work experience, preferably gained in the insurance industry or in work involving an administrative legal context
• Experience in disciplinary proceedings or supporting disciplinary type tribunals in the financial services sector will be an advantage
• Knowledge of the local regulatory requirements, insurance products, industry practices and market dynamics relating to the insurance business
• Excellent analytical, organizational, interpersonal and communication skills
• Excellent command of written and spoken English and Chinese
